You forgot Berwick on Tweed, who until recently was still offically at war as they had not been included in the various peace treaties, since they have a very ambigious place in Britian.
Also, War was declared by Scotland from the Mercet Cross in Edinburgh in the time old tradition

War had to be formally declared by the Town crier reading out the declaration for the population of Edinburgh.
The alcohol came later. There famous story of the Pipe major of the Honk Kong Volunteers, who turned up at the Scots companys position with his rifle on his back, his pipes under his arm and a crate of whisky. The latter was as he said "Only for medicainal purposes!"
